Bought it in Brazil, and by law they MUST unlock it when requested. Did not pay a premium (other then the fact that all tech stuff costs double of what it costs in the US). Iphone here costs US$ 1200 normal, I got it at US$ 600 for being a good customer that pays a lot per month in cell fees. Unlock is mandatory here by law I got it unlocked with itunes, don't even know how. They told me to connect it to itunes and it would be unlocked Now itunes asked my permission once to upload new provider data or something similar I have an unlocked iphone 3g.
