		<description>Great idea i experienced simaliar problems on this so called &quot;throttling issue&quot;. The other day I was downloading 4 or 5 different things simultaneously and all of the sudden my connection cut out. I then rest my modem and continued to download again only to notice that my connection in vuze was cut in half.  I contacted my ISP and told them what was going on and that it seemed like my line was being throttled, after I got off the phone with them my connection jumped up to speed again and noticed that the health was once green again as appose to the yellow I was getting before contacting my ISP.

I do definetly believe they are throttling certain (power) user&#039;s that are constantly downloading and using up bandwidth.  This is not fair at all, it is none of there business what I do with my line that i pay for every month.

This tool is definetly needed!</description>

		<description>Google has a pretty good history of releasing relevant products and they&#039;re obviously not afraid of offering beta services, so I&#039;d be surprised if it takes too long for them to release them.  And even if they release them after capping starts to occur, it appears that the ISPs are attempting to use this a a way to differentiate their offerings.  Time Warner is considering selling more expensive plans to some customers who use a lot of bandwidth.  In my local region, Kansas City, we have a FiOS competitor called Everest and WiMax may become a reality in a year or so.</description>
