Yes, that's quite right: I should have noted that reception problems with a digital signal will usually be an all-or-nothing affair where you either get a picture or you don't. The issue has caused similar problems in the UK where people in some areas can't currently get a digital signal (because its not at full strength until the analog signal switches off) and thus oppose the analog switchoff because they fear losing TV altogether.
