That’s what former chief of staff to Secretary of State Colin Powell is saying.

In a recent interview with NPR, Col. Larry Wilkerson says he has the memos that paved the way for abuses in Iraq and Afghanistan. And where do they lead when you reverse your direction up the grape vine? From Rumsfeld’s office back to Cheney’s, who Wilkersons believes could be the source. And if this is true, are we to honestly believe that Bush had nothing to do with the origin of this policy?

Here’s how Wilkerson characterized the memos content:

“We’re not getting enough good intelligence and you need to get that evidence, and, oh, by the way, here’s some ways you probably can get it. And even some of the ways that they detailed were not in accordance with the spirit of the Geneva Conventions and the law of war.”
