The service is known as Viber Out and makes it possible for people to make low cost calls to any landline or mobile numbers even if they are not viber numbers. Like Viber, Skype is also free to download. You only need to purchase credits in case you want to make calls to landline and mobile numbers.
VoIP is normally used to save money on messaging and voice calls. Mobile VoIP is typically costlier than desktop VoIP. Mobile devices need a 3G or 4G data plan in order to make VoIP calls.
